Improve Start Search

1. Search in Control Panel Items
2. Search in Immersive Control Panel Items
3. Search in User Desktop LNKs
4. Search in system32 / syswow64
5. Add message when nothing is found. Currently it doesn't display, Here is standalone issue for this one
   "No programs match the search criteria" is never displayed #10

Both Control Panel items should be in one Category "Control Panel" and search should first look in Control Panel, then Immersive Control Panel

Search in Desktop LNKs should be in existing group "Programs" - do not display multiple options, when same LNK exist on both locations, just show first one.

Search in System folders should be covered in "Programs" too, first search in system32, then syswow64 if not exist
