Ping team members when new (first time?) users don't get a response after some duration

I see a lot of users say, "Hello!" only for no one to respond – let's change that!

We should also consider having fennecbot teach the user how to ping people (to send notifications).

We should also be weary of timezones (e.g. don't ping Emily if it's 5pm pst) and maybe tell users what normal working hours are.

Idea: given we have team member -> timezone info, if a user pings one of our team members, we should let them know if they're not around (and perhaps suggest someone else to talk to).
