Citations and publications

Hi Less,

I am interested in using Ranger21 in my work. However, the journal I am looking to publish in requires that all citations be peer-reviewed. Pre-prints are not allowed. The original Ranger optimizer seems to have been released on a blog, which I cannot cite. But a draft of the Ranger21 paper has been posted on the pre-print server arxiv. Does that mean you have submitted it to a journal? Do you know when you expect the peer reviewed version to be published?
