Run tests on every PR in GitHub Actions

Now that we have tests we should run in CI. I created an account in the DNSimple Sandbox environment, but do not have permission to add my TEST_API_ACCESS_TOKEN to GitHub Actions Secrets.

This isn't high priority but might be a nice addition.
