bintray sbt downloads forbidden

It looks like bintray has disabled/forbidden downloads of sbt. From my CI:

The command '/bin/sh -c curl -L -o sbt-$SBT_VERSION.deb https://dl.bintray.com/sbt/debian/sbt-$SBT_VERSION.deb &&   dpkg -i sbt-$SBT_VERSION.deb &&   rm sbt-$SBT_VERSION.deb' returned a non-zero code: 1

After downloading https://dl.bintray.com/sbt/debian/sbt-1.3.0.deb the file just contains Forbidden!

I'm not sure if the bintray issue is permanent as their status page shows no systemic problems: https://status.bintray.com/

This problem first appeared for me on Jul 6 2021.

My proposed solution is to use https://repo.scala-sbt.org/scalasbt/debian/sbt-$SBT_VERSION.deb, or at least as a fallback.

I wrote a quick-and-dirty fork available here: https://github.com/marketplace/actions/sbt-action-using-scala-sbt

It's only compiled for Java 8, sbt 1.3.0, scala 2.11.12 at the moment.
