[Enhancement] Remove prefix sign for weapons with base attack speed

Remove prefix sign for weapons with base attack speed. example: "Base Attack Speed: +1.9"

The plus symbol doesn't need to be there on weapons, since it sets the value. Armor would add to that number on the weapon.
