bug: fetching delegation record for not delegated account

Description

Investigate why we get several Failed to fetch delegation record and Failed to parse delegation record , and log on error level.

Understand if this is actually a bug, or the log level should be downgraded to info or warn

e.g.:

I looked through the code and noticed that we added a timeout to trying to fetch accounts at matching slots recently.
However when the timeout returns with an error it does not state the reason for why we couldn't successfully complete that.
Also the error was logged as display and thus we're missing info.

I improved that in (#994) and will deploy that branch to a devnet node in order to triage further.
