Map upstream semantic version (equate_tag_semver)

Use the equate_tag_semver utility to retrieve the pointed release version tag of alma9.

For example:

docker.io/library/almalinux:9.6
ghcr.io/mantidproject/mantid-development-alma:9.6
ghcr.io/mantidproject/jenkins-coverity:2024.12-alma9.6

The base almalinux:9.6 version tag is incorporated in the mantid-development and jenkins-coverity image tags.

Decision is to use separate version number for container image tags. Meta info for versions of the various components packed into the image can be notated in the dockerfile: LABEL org.opencontainers.image.description
