Handle ampersands in JIRA summaries correctly

The jira bookmarklet should escape ampersands and other special characters so they make their way in to cardorizer properly.

The escaping will also need to handle plus signs and probably other things.

It seems like if there's a # sign in the name/description of the card cardorizer gets fully confused.
