Extension Tab UI Duplication

tab duplication at latest a1111 1.2.1

It seems that api mode by script_callbacks.on_app_started cause this duplication because evict api.py resolve this problem in my env. (but I do not survey deeply.)

I think that this need to improve callback register or implement api mode as a independent script from a1111.

Yes, I found best practice is only put ui file in scripts directory, then import other py file in another directory.

i solved it by deactivating "stable-diffusion-webui-rembg" from the extensions, after it the duplicate was gone
