Components should log the response if a call to an external endpoint fails

In #175 the tracebacks were added to logs whenever errors occur in the API endpoints, but the wish from Den Haag was actually slightly different.

Currently, when a request happens to an external endpoint (e.g. Open Notificaties tries to send a notification to a subscribed callback), the status code for the response is logged, but the response body is not. Den Haag would like the response body to be logged as well however. This applies to any external calls made in all components.

To be discussed:

• different endpoints might have different error response formats, so do we log the entire response or should we parse it for some code or something like that?
