Carried-forward bids winning in the clearing round #1

Bids in the clearing round are processed in ascending order of price point, then ascending order of t_l_weight. It is available to be assigned if "at a given T+L weight if the area has not previously been assigned and if no other bidder bid for it at the round’s clock percentage at the same or at a lower T+L weight"

In the below example, SpaceX's bid would be processed first since it is bid at the clock percentage at a low weight. According to the above logic, it would be assigned to SpaceX because no other bidder bid for it at the clock percentage AND with a lower or equal weight. However it was assigned to a carry-forward bid at weight 0 at the previous round's clock percentage.

I'm unable to find a rule that explains this assignment. This is block group 170438416073
