When cibuildwheel build wheel for macos universal2, this error will occur. Does it mean meson-python cannot support macos universal2?

That is correct, at the moment support for universal2 is missing. That said, you are unlikely to need it since such wheels aren't installable from PyPI when you upload regular x86-64 and arm64 wheels as well. I'll link my comment at mesonbuild/meson#14599 (reply in thread) for more details, including how to create a universal2 wheel from regular wheels with delocate.
