power.config.json requires that the localAppUrl be fixed

Currently, the power.config.json requires that the localAppUrl be fixed (defaults to 3000, or specified using --appUrl when running pac code init). By default, most local development servers will pick the next available port. When running pac code - it is not obvious by the error that is seen in Power Apps that it might be because the port that is expected is not being used by the local dev server.
The error is "App timed out -The app did not send a signal that it was ready and able to boot. Please ensure that the app is configured correctly to run within the platform."

Perhaps there needs to be some troubleshooting steps in case of the correct ports not being used, or if those ports are already in use.
