[Bug] Unable to run npm run dev to run code apps locally

Steps to Reproduce

1. npx degit github:microsoft.com/PowerAppsCodeApps/templates/vite timesheets

2. npm install

3. pac code init --displayname "Timesheets"

4. pac auth create

5. npm run dev

6. See error## Expected behavior

Actual behavior

The code app should run locally instead of throwing an error.

From the screenshot above, I do not see the power.config.json file, which leads me to believe that the pac code init command failed.
I also see that you perform pac auth create after doing the init, this should fail since you have not authenticated yet.

Could you please retry the commands, but do the pac auth command before the init
