[Bug]: provisioning and connecting to SQL DB in Fabric takes a long time #20192

Have video and can connect with @Benjin but essentially VSCode still says connecting minutes after the database exists. Took about 10 minutes until it said 'finished'
Steps to Reproduce
Try to provision a SQL DB in Fabric through the mssql provisioning experience
