CI workflows with ARM-based runners

The workflows in https://github.com/microsoft/windows-drivers-rs/tree/main/.github/workflows, currently runs on windows-latest which AMD64 based. Github Actions released ARM-based runners for public repositories. CI workflows can now be run on ARM-based runners.
