manager/$ref path missing in latest sync #770

Related to microsoftgraph/msgraph-sdk-dotnet#2825
As a consequence of #763, the openApi files are missing the manager/$ref paths. See change at cae8f90
The transform needs to updated to ensure both annotations are kept in the metadata.
