Randomize shop upgrades

Haven't quite designed out how this randomization should be done yet. A combination of the below could be implemented based on community thoughts:

* Randomize the location of upgrades on the upgrade tree
   * A neat idea of what blocks what
   * Need to consider the wingsuit attack upgrade as it is not available until after you visit wingsuit check.
* Randomize cost of items
