How did you bind to heroku port with your DatagramSocket?

I'm trying to do something similar to this game - but way more simple - and I keep getting Error R10 (Boot timeout) -> Web process failed to bind to $PORT within 90 seconds of launch error.

How did you do it here? I see that you initialize your socket the same way I do with socket = new DatagramSocket(port);, so what else are you doing to connect inside heroku?
