Character skills

Need to develop a way to fetch and query a character's skills. Using a background worker to update this information periodically may be useful.

My initial thought on what it might look like to use the skills in practice is to generalize a few different things, like manufacturing or invention or the like.

I know the eve static dump contains information about the bonuses each skill provides and all that, but I am unsure of how to make use of it.
