GET Person by Primary Username should return 404 instead of 200 when primary username does not exist

When auth'd GET https://person.api.sso.mozilla.com/v2/user/primary_username/abahnken returns a 200 and a body of {} even though abahnken is not a "Primary Username" that exists.
