Set up vagrant or docker image for easy development.

It would be very nice to have a developer image we can use to hack on the extension.

Just in case it may help, the setup I use (docker-compose.yml here) is a set of:

• MediaWiki 1.28/PHP 7 (derived from synctree/docker-mediawiki),
• Memcache,
• MySQL
• Bugzilla (derived from dklawren/docker-bugzilla)
• plus a rsync of the module code into the MediaWiki extensions directory.

docker-compose up and it's ready in a few minutes, but:

• I just found out about wikimedia/mediawiki-docker which seems more recent and better organized for extensions and custom configuration, although not much active either and I can't make it to build as the default setup at this point.
• the Bugzilla container is still a bit delicate to completely set up, I remember having a hard time to automatically setup the administrator user.

Would that fit or would you have something more specific or more simple?

I can try to merge the good bits of both Mediawiki repos, and using a Bugzilla container or another real setup may be set as a parameter in the compose file.
