Multiple fonts not supported although it is valid CSS?

It seems that giving a list of fonts to font-family does not work and only the first font family in the list is used.

For example:

dwg.embed_stylesheet("""
          .fonts24 {
            font-family: "Noto Sans", "Noto Naskh Arabic";
            font-size: 24;
          }
        """)

This is valid CSS. However, characters in Arabic will not be displayed as "Noto Sans" does not support them and "Noto Naskh Arabic" is not picked up. However, if I put "Noto Naskh Arabic" as first in the list, now Arabic characters are supported but Latin characters are not as "Noto Sans" is now second in the list.

Any idea?
