Update Raspberry Pi Startup Script to pull latest onto robot

Update the startup script running on the Raspberry Pi to attempt to pull the latest code if the robot is on wifi and has a good connection. 

This must contain error handling to recover if the robot is not connected to wifi/ethernet, or if the connection is local.
