Fermatas on small staff are too small

Description with steps to reproduce

1. Place a fermata on a note
2. Tick the "small staff" checkbox in the layout panel for this given staff, and see how the fermata is made extra small.

Confirmned, seems to have broken at some point during 4.6 development (4.5.2 works as expected). I can also confirm it is still wrong in the latest nightly.

There has been a change to the scaling of fermatas quite recently, seems it now gets scaled down twice, along with the note (that's IIRC the recent change) and along with the staff (that's what happens ever since)
