Build PyPi package

It'd be super awesome if the framework was available as a pip package.

It doesnt matter as much if it's hosted somewhere else than the actual PyPi registry...

BTW, i do have a branch with this done but cant push it here.

This was done using Poetry and published to private Gitlab instance, would be best to keep the 'public' framework package available publicly (PyPi or Github?)

This was built and pushed temporarily to https://pypi.org/project/neuroglia-python/ (neuroglia was already taken!).
I'll push a PR for these additions...
