Thanks for your raising this issue. This was discussed in the recent ECMA meeting and the second draft version explicitly calls out HTTP 1.1 and HTTP/2 (where the standard has been validated with a PoC) while allowing for future implementation with HTTP/3 |

In https://github.com/nlip-project/ecma_draft1 the document for https/rest specifies the HTTP/1.1 standard.
HTTP/2 and HTTP/3 is widely used, HTTP/2 may be better suited for computer-computer traffic, and HTTP/3 use is growing and adds the ability to use UDP packets (connectionless) and QUIC for low latency (good for internal traffic).
Was HTTP/1.1 specified on purpose?
