Use arguments/variables for base images

```Dockerfile
FROM ubuntu
ENV MRO_VERSION=1.2.3
```

Next in layer:

```Dockerfile
ARG IMAGE=nuest/mro
FROM $IMAGE:$MRO_VERSION
```

_Does that work?_ Would allow to overwrite base image for local builds... this could also make the tests independent from the images on Docker Hub.
