Update canonical location of tor test targets

We have a list of bridges to test in here: https://github.com/ooni/sysadmin/blob/master/ansible/roles/probe-services/templates/tor_targets.json, we should setup a system where these are automatically synched and updated from https://github.com/openobservatory/ooni-resources.

I am going to suggest that instead of synching this from ooni-resources, we rather make https://github.com/ooni/sysadmin/blob/master/ansible/roles/probe-services/templates/tor_targets.json the new canonical location and simply update ooni-resources to state that.
