Trigger Questionnaire PDF generation upon questionnaire completion

opal-admin exposes an API endpoint to trigger the PDF generation of the questionnaire PDF (originally called from ORMS once a clinician reviewed the questionnaire responses).

Call this API endpoint at the end of processing the completed questionnaire, only if ORMS is disabled.

@staceybeard I am not sure if we still need this since we will be running ORMS in the demo. When a clinician looks at the questionnaires, the questionnaire PDF generation is triggered. But maybe we want to do this in general 🤔 Something to discuss with @Susie-Judd.

@mschoettle Discussed during scrum that we may still want this in the future (triggering the call from the listener only if ORMS is disabled), but we'll pause it for now. Removing this from the demo project.
