LICENSE missing

I'd like to package simtools for openSUSE and would need a license information that allows for redistribution.

Simtools is a collection whose specific licenses vary. Some do not say explicitly, that's true. I'm not sure what we can do about that; it would have to be fixed by the individual tool authors.
If you're looking for a common license to cover all of simtools, I don't think that's possible.
