Can't find DNS issue

Sometimes after start DNSCrypt in Windows 7, Preferred, Alternate DNS server are set empty.
So I can not browse.
After setting it manually (127.0.0.1), it turn to be empty.

I am having this same issue on Windows 7 Professional and Windows 8 Professional. Both are 64-bit and have static IP-settings. I first thought that it's related to refusing UAC ( issue #3 ), because another user did so, but it seems to happen randomly even when that prompt is allowed.

When this happens, I am just entering the DNS addresses manually, 208.67.222.222, 208.67.220.220.
