Ticket - Upload CSV Component

The component accepts CSV files up to 2 MB. Improperly formatted files display an error message.
Consider the template and correctly upload learners

• Because the UploadCSV component allows end users to upload a much larger amount of data, we should consider making this process asynchronous and adding a “pending tasks” section on the pages where this component is used. This would let users start a heavy operation and be confident that, once the process is complete, they can find the final result in the pending tasks section.

The CSV for bulk upload of enrollments is a new feature, but for cohorts, Bulk upload is currently implemented. For parity, cohort csv upload is in scope for this effort.

Unknown: we should do async or sync tasks to enroll one or many learners? so probably if is async we will not know the outcome to show feedback message in the UI

Is upload currently async task? We should follow whatever is currently implemented
