Issue when using Data with "new" NUTS mapping #379
Description
This dataset uses the old NUTS mapping which last changed 2016:
e.g. DE91C is not available as an area in v0.4.5
- DE91C created from merger of old DE915 Göttingen and DE919 Osterode am Harz
- Boundary changes for DEB1C (old DEB16) and DEB1D (old DEB19)
- https://en.wikipedia.org/wiki/NUTS_statistical_regions_of_Germany#Older_Version
I don't know what is the best way to handle the change. Maybe a release with the latest mapping is possible under a new version in OEP?
