Add support for a base journal APC #18
Description
When a journal has many sections, it can be very tedious to keep all section APCs up to date (especially when it is always the same APC for the entire journal)
We should add support for a base journal APC, and then each section can decide to have an override, use the journal default or have no APC at all (or 0 APC)
