Display public peer-reviews during typesetting

Context

Journal editors that make peer reviews public would like to typeset the peer reviews into their galleys (PDF and/or XML/HTML)
In order to do so, they would need to be shared with the typesetters during the typesetting stage.

User stories

• As an editor, I am able to edit the text of a peer review (prior to sharing it with the typesetters) in case it requires copyediting or corrections ahead of publication.
• As an production manager/editor, I can select which peer reviews should be shared with the typesetter during typesetting assignment.
• As a typesetter, I'm able to browse the peer reviews that should be typeset onto the final galleys
