Country Drop-down Not Populated Under Billing Address

Hello,

I'm testing out the shopping cart and when I'm checking out I noticed for the Billing Address the country drop-down is not populated. How do I get a list of countries to populate this drop-down?

In the admin there is a country selection list, you select the countries you require.
