Control all simulations in wrfxweb and wrfxpy, not only those started from wrfxctrl

Currently different components of the system have a number of different ideas what the jobs are: jobs and simulations directories here, the web list created from that, files in wrfxpy/wksp, and the catalog displayed in wrfxweb.

Need to unify or at least have some sync utility.
