Show correct `schedulerUrl` suggestion in RM

Steps to reproduce:

1. go to RM
2. click add New Node Source
3. select DynamicPolicy
4. see schedulerUrl field. It should not be all the time pnp://127.0.0.1:64738 because sometimes we use other protocols. And should be dynamically set.
