Cannot upload the files

Installed owncloud with softaculous
PHP7.4
Every time I click a folder, it gives me "Encountered problem accessing the folder". but I can still enter the folder and see all files there
I can download any files but I am not able to upload files. It shows "Not enough free space, you are uploading 43 KB but only 0 B is left"
I cannot download a folder. It shows "Forbidden, You don't have permission to access this resource". I don't think the zip file can be created.
I give 777 to the data folder. I have enough space.
I think it is probably the configuration issue or php issue but I couldn't figure it out. Have you seen this kind of error. Thank you.

Just found the file .ocdata is empty. I ran php occ successfully but the file is still 0 bytes. I am wondering if it is related to the issue.
