Border and Labelling issues on charts

There are still some presentational issues to resolve with charts used in the Stats module. For example:

• Range and number choices for the various scales needs to be better controlled with human readable values displayed
• Auto generated labelling needs to be looked at and made so that it can be turned on and off more easily.
