when creating a secret scope only option is users

When creating a scope using the tool it asks which group should be able to manage and the only option to input is users.

actually I could not find any other value that works for the Secret Scopes API

I tried other groups but always got an error saying
{"error_code":"BAD_REQUEST","message":"Cannot specify TestGroup as initial_manage_principal."}

if you can provide some guidance or sample API could I could probably extend the current capabilities
