Support a forked execution model for compiling, swank, ritz, etc

It may sometimes be preferable to fork a new process for the execution of the goals

If understand correctly it will allow me to do something like the following to add native library, the same I can do it in maven clojure plugin.

      <systemPropertyVariables>
        <java.library.path>${project.build.directory}/lib</java.library.path>
      </systemPropertyVariables>
    </configuration>

I think native library support is an orthogonal issue.
