We need to investigate what is special here and determine if this is an engine bug and worth fixing and if so what time frame

So there's exactly one frame where garbage can't be matched - the frame where it's in "falling" state after moving down but before land() is called.

The bug only occurs if a match is detected on that exact frame when the garbage is "falling". If the match happens one frame earlier (garbage still "normal" at old position) or one frame later (garbage "normal" at new position), it works fine.

Typically its not a problem because any downstack into match will have the same timing, but if you frame perfect match the same frame the garbage hits, you won't match
We probably shouldn't bump the engine version just for this, but next time we need an engine fix we could do it

This can be considered a feature as much as a bug depending on from which side you look at it.
Falling garbage gives shake time which allows the player to safely match within the shake time window of at least 18 frames.
Matching early in anticipation of falling garbage always means the player is taking a huge risk for no practical reason - if they match 1 frame earlier, they still miss it anyway.
I don't think this is really worth fixing and I believe TA/PdP show the same behaviour. We should verify that before anything else.

Removed this from the milestone.
As this would need an engine version bump, it should get reevaluated once we have other good reasons to alter game physics, e.g. once we have a fix for #663 or #624 which are much less opinionated changes.
