Combine different levels in dataset

Hi,
I was wondering if there is a way to combine the 13 vertical levels in the geopotential dataset with the single level t2m data? When I try to do that with concatenate command I got the error that level is not present in all data sets. Since t2m has no dimension level and geopotential has 13 levels I was thinking if both these datasets can be combined.
