Config files

I was thinking a bit about how to organize the config files so that projects are easier to set up. My thinking was that we could divide everything into three files: a project file that holds all the info about files/questions and grading breakdowns, an issue templates file, and a student data file that can be reused every assignment.

Sorry for late response, but this looks good! I'm about to run into some
free time after the Tech Talk this Friday, so I'll probably address some of
the issues with the tool including this. Are you free to work on it too
this weekend?

Awesome! My next week is sort of shot until Wednesday, unfortunately. I might take a peek this weekend if I need a distraction, but I'll definitely have a go at it later next week.
