ad 1. Yes, all AS4 messages are exchanged in the Peppol Network use the MIME multipart layout. See https://docs.peppol.eu/edelivery/as4/specification/#_message_packaging
ad 2. Each AS4 message consists of two different MIME parts. The first application/soap+xml indeed refers to a SOAP 1.2 message that contains the WS Security information (signature and encryption) as well as the AS4 messaging information (AS4 UserMessage or AS4 SignalMessage). The second MIME part is the encrypted (and eventually also GZipped) SBD part. From a MIME perspective it is application/octet-stream but the AS4 UserMessage provides the effective MIME part of this (application/xml).
