Create Sim Primer

Should be created in conjunction with phetsims/vector-addition-equations#5

• Draft script
• Record rough version for script verification
• Review script verification draft, and adjust script as necessary
• Record another draft
• Review 2nd draft
• Produce primer and upload
• Caption primer

We don't currently have anyone working on video production, and I don't have the bandwidth for primers right now. Marking as status:on-hold.
