feat: Evaluate Manifest on the client side to catch validation issues early

Problem Statement

• Originally described here: feat: Support HTML extractors #547
• Currently, errors evaluated by the notary are not returned to the client. Moreover, the client SDK cannot evaluate Manifest on its own

Proposed Solution

• Return errors from the notary to the client on failure
• Add a facility on the client side (in client SDK) to evaluate Manifest
